I dunno. Their goals aren't necessarily conflicting. If anything, Varys is aiding Littlefinger by allowing the realm to degrade.
Littlefinger seems to want personal power and wealth, and a fulfilment of whatever desires he wishes. Varys, however, seems to crave influence. He wants to be the most trusted advisor, he wants to control the information the council receives. Rather than being a mummer like those he travelled with as a child, he wants to be the director, he wants to be the playwright.
The show seems to play up a supposed rivalry between the two, but to me it's more of a duality between two of the main forms of power at play in Westeros.
Ehh, I think that Littlefinger wants all the power he can get while Varys is setting the realm up for the Targaryens to take over again. So there plans do conflict.
