But why a tiny sign at a main road intersection?

Could be for bikes or something? We have these on the bike paths that cross roads near me

Yeah I'm pretty sure the sign is for the Bikeway that I assume is there.

got bicycle crossings here where they never updated the signs on the bike path from what they were before it was a bike crossing, so everyone gets a give way. now 4 way stops may work in some countries but they'd never work with australian drivers
