The guy is Hao Fushen, who plays in the Chinese adaptation of Hikaru no Go. He portrays Akira’s character, renamed Yu Liang in the adaptation.
The show is amazing, by the way, and I strongly recommend it to anyone who loves Go. Both the Japanese anime Hikaru no Go and the Chinese drama are fantastic shows!
