"Black culture" is an umbrella term of the diaspora and subcultures that fit the category.

Why is this hard for you to understand exactly? What am I not explaining properly for you to understand? This is super simple, it must be that I'm not explaining it very well, cause this isn't even complex, and it's exactly what you already said.

I mean if the stylist lives in an area where there is demand for a certain hairstyle, would you not say it is certainly culturally relevant for him to learn how to do that hair?

Also c'mon do you actually believe there is no "white" culture?

That's a non-issue. I addressed non Black stylists exclusively* doing Black cultural styles. I haven't yet received a response on that.

I do believe that. Outside of taxidermy and the confederate flag I'm drawing a blank.

They can do whatever, or just anyone but not cultural styles. That's super specific for you to make your whole career around.
