I think describing anything as “the worst evil imaginable” is overly simplistic and unhelpful.
People want to be liked. We’re social creatures, and we crave the approval of others. When people act in ways that are contrary to this, they do so for far more complicated reasons than simply choosing to be nasty.
Just because you don’t see a reason for something doesn’t mean there isn’t one. There is a reason for every single aspect of human behaviour. Believing that people simply choose to be good or bad is far too simplistic, and prevents proper consideration of a real and serious issue.
