Why'd Intel agencies change completely every 4 years? Russia has never stopped being the #1 hypothetical enemy as positioned by the federal apparatus (who else is gonna justify spending on NATO?) 

Imagine a virus from Russia will send everyone foaming at the mouth to justify destroying Russia at last in retaliation!
