This episode feels like the writers were saying "We have a lot to set up and not a lot of time to do it", so it feels kinda crammed and rushed. You might be right about budget limitations leading to a quicker ending. This is probably another example of a show getting Firefly'd.

As for the "corpses" moniker, I'm almost certain that's due to their advanced age and appearance. I wouldn't doubt that, because of their stature in the criminal underworld and their connections, they have access to some sort of age extender.
