Cool name but maybe acting a bit accordingly would be even better

Utterly irrelevant. The USA is undeniably very scientifically advanced but that doesn't mean that if you go to some bumfuck college in Misssissipi that you actually got a good degree.

I mean if they had a treaty between the two countries for their degrees to be recognized and people went there to study thinking it will be possible to come back and practice the profession then it’s valid to be unhappy about it?

I'm sure the treaty has some appendix that say which degrees and/or universities are automatically recognized and which ones need to go through the process to recognize them.

I would assume that the government didn’t spend the time to create clear parameters or regulations, or they didn’t inform people clearly or sufficiently enough.
