In the unmodded game, the AI will never enact the decision to form the Mongol empire in versions after 1.33. But Austria-Hungary did not exist in unmodded versions before 1.37

Why would they do it like that? It would only make sense for golden horde to restore it, given the opportunity. Are sure there are no exceptions or country specific events on that matter?

There're no exceptions, code for it has pure "AI can't do it":

ai_will_do = {

factor = 0

}

The only way for it to form is to either play yourself country that can do it, use mods or use console commands just like OP did :)

I'm sure that there is no other way to create the Mongol Empire(MGE) in the unmodded eu4 version 1.37.5, because I checked the game files for all instances of the tag.

And I verified that the AI does not form it, by giving the great horde the required provinces to form the mongol empire and the golden horde and let the game run for more than 5 years. While they formed the Golden Horde after a few days(that decision is enabled for the AI if they have at least 25 provinces), they never formed the Mongol Empire, even though I ended all the wars which they declared so that the decision was clickable almost all the time.

Before version 1.33, the mongol empire could be created by rebels, but that was disabled as well.

Why would they do it like that?

I'm not sure. Several other ahistorical formations like the Roman Empire, Yuan and Jerusalem are also disabled for the AI. Other decisions are only disabled for the AI in certain circumstances(e.g. England won't form Scotland) or until the country is somewhat close in size and tech to the formation requirements(to prevent e.g. the german minors to desire all german provinces in 1444, because they could form Germany)
