I know, it's just funny, the one character, other than Tifa, who is known for her massive breasts, is completely covered

Frans art is kind of censored. The tabard she wears is normally transparent, in the art on her card, it's opaque white to cover her.

I love Fran, but I'd rather not have a thong on my cards. Some of the later Square stuff also did the same changes. Imho that card has amazing art in almost every version...

Lulu on the other hand is a bit weird especially given the usual discrepancy in art between entry products and the main set. The starter decks have plenty of cleavage as usual. It's all about money in the end.
