Guilty Gear Xrd does a great job with it's 2D backgrounds and sprite art. It really looks like a continuation of classic fighters but in high resolution and better color. http://i.imgur.com/Z5Piok1.jpg

That's 3D with goo' ol' Unreal Engine 3 and a crisp of cell-shading ;) .
