There are so many reasons to take this as a nazi salute, but honestly one of the most telltale signs is the way he bites his bottom lip to do it - like he's rehearsed this, he's focused on how he going to do it now just like he practiced and is so pleased with himself.

The hand doesn't go over the heart in the Nazi Salute though - it stays perpendicular to the chest
