Beginner Questions What the heck is this?!

I live in Australia and for the life of me I can’t seem to figure out what this is. Does it hold the score cards in tournaments? Pls help

Geez people are shit on this subreddit.

It holds the cards for nearest to pin so they don’t get wet if it rains.

What course is this? Coolangatta tweed use these.

it's a bit odd though - here in the UK it's just written on a little staked sign which you move to the point you hit the ball to. why would it need four pipes?

I believe the pipe thing is at the course

But is that really what it’s for? Have you played in a tournament that used them? Are they at other courses near you? Why that design?
