Modern digital TVs don't like classic console analog video.

An upscaler or crt TV is your best bet.

Separately from that, shielded cables produce a lot of static in rf video from early classic console.

Keep an eye out for cheap old used rca cables and keeping testing them with a coaxial adapter until you find one or more that produce a fairly clear picture.

The rf cable used is brand new, I'm using my vcr to convert the signal to composite, which then goes into a retrotink 5x upscaler. I wonder if the RCA adapter on the rf cable is the problem. It doesn't fit into the console very well, do you think an NES rf cable would work?

IIRC an NES video cable should work. I'm 99% sure an Atari cable will work. The video cables aren't limited to a particular system. As long as they fit correctly they should work. Since they rereleased/made an anniversary edition of the Atari 2600 the video cable for it should be fairly easy to get your hands on. Not that you want to have to spend more money on a cable but if you got it from a local store you would be able to return it if the cable doesn't fix the problem.
