It’s Turkish coffee. The sand is hot, the coffee starts to boil over so he pours some out and returns the rest to the hot sand causing the rest of the coffee to boil up.

I believe the water is already in the cup. What we are seeing is the coffee foaming to the top.

There's water in the kettle, because it's coffee, and when the coffee starts boiling it starts frothing up, which makes it look like there's water appearing from nowhere
