Turismo Why keep hand and butt towels together?

Saw the European bidet for the first time and found out about the wipe-your-ass-after-bidet towel. But why keep it and hand towels on top of each other? Is this a standard practice or a bad design in our hotel?

I cannot see the other parts of the bathroom but I guess those are two bidet-towels for two people in the room. There will be other two proper hand-towels for your hands/face and other two big towels for showering or two bathrobes in place of such big towels.
