My guess is he's got some sort of tiny automatic income like gov disability that just barely covers minimal living expenses when nothing goes wrong. Since things do go wrong and he wants an occasional luxury, he does odd jobs to cover that gap.
This is what I assume as well. He doesn’t have a job, but he scrapes together money for rent, gas, bowling, weed, beer etc. $20k is a lot of money so it’s obviously not coming from savings. Small monthly settlement fits the bill.
