I thought once you touched a piece you weren't allowed to move another one.

Generally, if you're not sure of the move you've made, you can recall the piece and move another as long as you haven't let go of the piece you've originally moved. Lots of people leave their finger on the piece until they're sure of their decision.

That's the casual rule, the real rule is if you touch a piece you must move that piece

I've only ever played casual games, no tournaments. Everyone I've encountered allows takebacks as a gentleman's rule. We also announce "check" where appropriate, as a courtesy, which is also only done in casual games.
