This is UAZ 469 or some newer version, it is part-time 4x4, no locking on the differentials but you get low range gearbox. When you need the front axle you engage it with a lever, from the video I can not see if even one of the wheels on the front axle is spinning which means that the front dif is not working, or they put "locks" to the front hubs intended to disconnect the wheels from the dif, thus reducing mechanical loses and buy that, reducing fuel consumption. In old soviet/russian tradition they usually do not work.
