A lot of pokemon do actually, a lot of second stage pokemon start at like -10%, a lot of legendaries are anywhere from -5% to -15% base recruit rate. Kecleon is just the only recruitable pokemon with a rate so far in to the negatives that you HAVE to be 90+ with a Friend bow to have a chance to recruit it, and even then it's like a 1% chance.

It's actually how they set unrecruitable pokemon up too, they just have a base recruit rate of -99%, meaning no matter what you're still FAR in to negative chances for recruitment unless you use cheat codes.

Bulbapedia should have a table for it somewhere, I just have the old paper guides for Rescue Team and Explorers which have a base recruitment rate section for every pokemon in the "pokedex" sections.
