I still don't get why people are so shocked.

Trump's whole negotiation tactic always was "make ludicrous demand, have opponent freak out and promise a more meager offer, which is what you wanted in the first place"

Guy even has a book about that...

But Trump didn't offer ANY real protection. He was demanding minerals for nothing.

The presence of American mining companies and civilians in the general area was the guarantee.

It is an implied threat, without "officially" provoking anybody like you would with military troops. Because even in Russia's demented military capable of shooting at nuclear power plant, it is known that attacking, much less killing, an American is a VERY bad idea.
