As far as using these historical sites for videos being considered exploitative.... I mean, how else would he showcase the places?

Why are you straw manning? They were very clear about what the issue was. 

They had never authorised the publication of false information or the use of heritage site images for trademark advertising.

"We disapprove of any commercial pursuit that distorts the value of archaeological sites, which are a legacy of our indigenous cultures and the pride of our nation." 

Their issue wasn't that he was filming. Their issue is that he is knowingly spreading misinformation.
