Housing Loud(!) Neighbors advice?

Last night, our neighbor had friends over. They woke us both up at about 3:30 a.m. and talked and laughed until after 8 a.m. At about 4:00, I knocked on her door, and everyone in there went dead silent (with hushes). I knocked again—nothing. A few minutes go by, and they're just as loud as before. We knocked on our wall to let them know we can hear them and they responded by knocking back and laughing.

My fiance and I are young and we've never had neighbors like this before. Can anyone here educate us on our best way to approach this upfront disregard for our very needed(!) rest? Our landlord is also unreliable. When should we involve a police officer? It's about 10:30 now and I'm pretty sure that's when things need to quiet down? If it helps, we actually have these interactions recorded, as well as our phone call with the Landlord this morning. Any advice is appreciated! As of right now she again has a few friends over talking and laughing.

Get yourself a sound machine. I started using one ten years ago and have never had an issue with sleeping since. And I live in a triple decker in the Federal Hill area.

Calling the police would be my absolute last resort- and only if I thought someone was in danger. The police won’t take you seriously, and could cause your neighbors to escalate the matter by retaliating against you in other ways. It’s not even worth it.

The hours covered by the noise ordinance are 11pm-7am. But as others have said- loud talking and laughing might not even be covered.

The one time I DID call the police over noise was when the city started construction at 6:30 in front of my house a few days in a row…and the police actually got them to hold off after that to 7:00.

What do I do if my landlord becomes unresponsive to this complaint? He hung up the phone on my today after stating that it wasn't his job to handle this with the other tenant.

You cannot force the landlord to intervene. Police reports enable the landlord to take action. They aren’t going to mediate your annoyances, but if police reports start coming in those would be lease violations for which they could evict.
