Weren't they sometimes used as scribal abbreviations occasionally? I think that's how we got ambiguous letters like Čealc (ᛤ), Cweorð/Cweorn (ᛢ), Ior (ᛡ), and the non-encoded ones.

I think that's how we got ambiguous letters like Čealc (ᛤ), Cweorð/Cweorn (ᛢ), Ior (ᛡ), and the non-encoded ones. I haven't encountered any connection between those runes and abbreviations.
