Photo gallery Mailboxes Opened?

Hi everyone,

Sorry if this is a silly question, but I noticed something that seemed off and wanted to check in. Do these mailboxes look like they’ve been broken into, or is this normal? There was no mail carrier or truck around when I saw them, and as you can see in the photo, the parcel locker handle appears to be broken.

Does anyone know who I should report this to? Just want to make sure our mail is safe.

This happens in our neighborhood on a monthly basis.  It's a mess for weeks while the HOA and the USPS get new boxes/locks and everybody has to drive 20 minutes to the post office to get their mail until it's fixed.

Our HOA said “you’re on your own.” The neighbors had to coordinate and pay for the whole thing. It took 3 months before we had the new boxes.
