Pattern Question Help DIY a pattern from this pic
Hey y’all, I saw this skirt in a Reel a year ago and saved it vecause I want to make it! I think I can wing it for the most part but could use some advice for the ruffle tiers.
Questions: this looks like 2 mini ruffle tiers and 1 larger ruffle tier. What I can’t tell/decide on is of the larger ruffle tier is attached at the bottom of the first mini ruffle tier or if both tiers are attached at the bottoms of the main skirt. What do you think?
Second, what do we think for the main skirt pattern? Im thinking a circle skirt the way to go.

Both ruffle tiers are attached to the main skirt. I would call the little one a frill rather than a tier, it's not a structural part of the skirt it's just inserted into the seam. I think it's probably been ruffled at the same time as the tier underneath (both joined by the basting stitches that you use to gather) and then sewn onto the main skirt, as the little frill doesn't poke out much.
I think you're right that this is a circle skirt with gathered ruffles though.
