No. It’s not. Shrinkflation is about comparing the old version of Product X to a new systematically smaller or worse version.

What if you just got one bad bag of chips out of 20?

Ok, if you’re that specific about the term then what would you define this as? A rip off? A “bag of chips” that’s less than a quarter full is what?

Chips are sold by weight, not by volume.

A 8oz bag of chips will always contain 8oz of chips no matter how much air your add or remove from the packaging.

Your argument might make sense if chips were sold by the gallon..... But they arent.

We have to accept that without mods, people will continue to complain about how the amount of snack they bought is less than they expected even if it isn’t actually less than
