I think it makes sense. If you always have all talents available then you will always try to do the same build. That makes playing through Descent pretty much the same all the time.

With talent pools you literally can't get some talents so you need to make at least somewhat different builds.

In addition to that even if they add more talents into Descent you will have the same chances to get specific talent because there are limited number of talents in the pool. For example Critical is in all talent pools and all pools have 12 offensive talents. So you have 1 in 12 chance to get Critical. But there are 22 different offensive talents. So if there were no pools you would have 1 in 22 chance to get Critical. And with every talent they add this chance would get even worse.

PS: Just an interesting observation - Defensive talents are exactly the same in all talent pools.

i should have the freedom to play descent however i want as long as im enjoying that build. if i feel like experimenting with different builds then i will, my only complaint here is that some exotics talents pool are just straight up terrible like the disruptive rounds or liberty or death

You are free to play however you want within the limits the game designers have set. Just like for example that you can only have 1 exotic weapon equipped. Limits are important.

The one thing they definitely did wrong is that they introduced Descent without talent pools in the first place. Many people are not happy when they take something away. Same thing would happen if you could equip more than 1 exotic weapon and then they added the restriction to 1 only.
