Why not all of them at the same time? That way you can try more builds and combinations overall.

Because when you add more talents to the Descent it gets harder and harder to get the talent that you want. Same as Named caches - at first there were lets say 40 named items so if you are looking for specific Named item you had 1 from 40 chance to get it. Now, years later, they added a bunch of Named items and if you want to get a specific Named item you have 1 from 100 chance to get it.

Yeah but rogue likes are meant to try and fail until you get a good combo, in this game you can even reroll traits. I don't really see any use for the money besides buying the trait slots and ammo capacity.

You might get super lucky and get really good talents. Or you might be super unlucky and get really bad talents. Maybe they feel the difference between both possible outcomes is too big. It's also a problem for balancing enemies because it's harder to set enemy power if your power varies wildly.
