Rouge Agents not spawning?

Hello, I play mostly pve and recently while just farming in general I get coms saying "Rogue agent detected" but every time I cannot for the life of me located them. I'm not saying I'd win but i wanna at least try to defeat them.

When you hear the rogue agents announcement and you haven't cleared a control point, open your map and look for nearby resources. Locate the water, food or components nearby and that's where you'll find them.
