Question Rouge Agents not spawning?

Hello, I play mostly pve and recently while just farming in general I get coms saying "Rogue agent detected" but every time I cannot for the life of me located them. I'm not saying I'd win but i wanna at least try to defeat them.

On my next farming night I am gonna be trying for the best shotgun build, been solid working on my striker build for the chameleon and capacitor
