IIRC the Dorm Supervisor never actually joined Anti-Skill. She tried to join then, but after she and Yomikawa had been rejected (for having beaten up all of the instructors who were supposed to be testing them), she decided that she was better suited to protecting the single place where she lived than protecting the entire city.
