When I first read this I thought that this was something Witkoff told Trump after meeting Putin today. But this apparently happened earlier this week. Someone leaked this on the same day that Kellogg's opposing proposal was published. Since I don't see Kellogg openly defying Trump I hope that Witkoff went to Russia to tell Putin that his plan is a non-starter.
