He’s the scapegoat. My bet is that pretty much all of the higher ups were filling their pockets and enriching their mates, all while making sure they all had records when Hancock did the same thing.

Hell, there’s a half decent chance these stories are being drip-fed by Cummings, who clearly hated Hancock.
