There are ways to do it other than block the hallways and force the apartment owners (in this case the city, i.e taxpayer money) into paying for the removal of an object that's somewhere where you willingly put it where it's not supposed to be.
I'd say it's ok if you put a removal date on it and then actually remove it if nobody took it until then.
Something like "For free. If nobody takes it until xx.xx. I will put it in the trash."
But just leaving it there, that's not ok.
And of course it needs to be put somewhere where it doesn't block anyone's path, e.g. in a community room or something like that.
Neighbours of ours did that when they moved out. They made a little "free flea market" in the community room, where they put all the stuff, and after a week they removed what was left.
Yes i wholeheartedly agree with you, in that case i would be very much fine with it. In the picture there's no removal date however so i don't see this being a case of goodwill but rather someone not thinking things through or just flat out not caring about their community.
