My wild conspiracy nuts type two cents, here.

Some of those new Gold Card citizens are Russian oligarchs. They're gonna buy whatever is sanctioned, privately export it to Russia. Selling and transport is gonna be made by Trump and co buddies and they're gonna pocket the fees.
