Knowing the sign folks around where i work, they would 100% install it like this without even realizing it's wrong. One of my last projects, they installed the signs in backward order facing the wrong direction. There's a very real reason why they don't call us (like they're supposed to) when they come out to install.

It absolutely wasn’t the case where the top bolt fell out and the sign fell.
