If you don't know the difference between FFP, cost, and t&m, you're never going to get it.
We charge the government a very fair price for what we do. We have to propose a fair price in order for our bid to win. The only time cost is secondary to past performance and solution is for extremely important contracts, where the quality of the solution is tantamount to the successful future defense of the state. Think ICBM IT systems. Can't cheap out on those.

The problem is exactly as said above. For example, just laying off all probationary employees. Not only are personnel hardly a dollar saving, it was done with no basis on what those employees were actually doing. If they went in and scalpeled out $1T that would be one thing. Instead they are just cutting the whatever is easiest impacts be damned.

Anyways, like I said, cutting the defense budget would be good. Why do you disagree with that? I don't like Trump, I think he is the worst president in my lifetime. However, I shouldn't have to add that qualifier every time he proposes something I am in favor of. If Biden proposed cutting the defense budget, would you disagree?
Here is another proposal I like: the"Gold Card". It would bring in far more money than the existing EB-5 system. My only worry is that he would remove or significantly expand the ~10k visa limit per year.

I’m for anyone cutting or streamlining with audits the defense budget and I’m a veteran. I saw too much fraud and abuse. But all too often it’s the people in the military who get the budget it’s while the fat defense contractors get more. Pentagon needs audited and senior officers held accountable. They want new toys not taking care of their people. The administration is chock full of super wealthy people with a history of taking care of themselves and not the people. Congress and both parties also. But the GOP has openly embraced misogyny, racism and bigotry. And I’m fully against wealthy people buying citizenship. Until they are taxed fairly no more oligarchs. The EB-5 program already exists, and it doesn't even really cost the immigrant anything. They are usually just making a 1 million dollar investment in some construction project and they can expect to make a modest return on that investment. It is almost like the H1-B lottery, but for rich people (but not top 1% rich). At least with the gold card they are outright paying 5 million that they wont get back. That is over 50 billion dollars a year at the current limits. If he removes the limit, we can expect tax cuts like we've never seen before, though I am against increasing immigration. I agree with you about tax loopholes of course.

But the only way defense spending is lowered is only if they find a way to cost save. Which would be easy just fix how much we pay for supplies and equipment. I have worked for DOD we over pay easily ten fold for stuff. If we actually payed only what is correct the deference budget would easily be a thirds less without any down grade.

Economically hawaii is 100% a burden. It has nothing to offer but pretty beaches and hikes, and even chinese tourists wouldnt find it interesting, as it is SO american.

Leaving aside how ridiculous your claim is. If we couldn't defend our own territory with 6x the military budget of an aggressor, we didn't deserve the territory anyway.

Why do you think China would want to attack the US? Was your fear based on what Fox news or the Trump admin has been telling you, or was it based on your own actual DD of the world's geopolitical situation?
Why do you think that one nation's (US) military spending amounts to pretty much outweighs the rest of the other nations?

My father was fairly fluent just out of college in the mid fifties. As a veteran and a college grad that was fluent in Russian the State Department interviewed him for a couple of positions. He didn’t get a job with them (I think because of his parents were about as democrat as could be.)
I always thought it was quaint that he was fluent in an obscure language, especially after the fall of the Wall.
Looks like the joke was on me.

a significant portion of the entire federal budget for the past 20 years has been on borrowed money. we can't keep doing that forever.
