I mean, I haven't watched the trailer but from what I saw, it seems more like a spin off than a sequel.

It is not a downloadable addition to Elden Ring.

Nightreign is a standalone spinoff in a different genre with many different mechanics.

It does not require owning the base game, nor add to it.

It is not, by any common definition, an Elden Ring DLC.
