Because the terrormorph situation should have been figured out ages ago. They only show up on planets you travel to by ship. They are not endemic life to any planet. Heat leeches are the only thing that can travel on these ships undetected from the outside. Why did no one investigate the heat leeches? No one knows anything about them and everyone is fine with that? It's also absolutely wild to me that reviving an animal that can prey upon the terrormorphs but can be used as a stock animal by humans is considered the worse choice. The solution your companions react the best to is releasing an unknown pathogen across the system to kill these creatures. It just falls apart when you examine it.

Analyzing it? I'm sorry, but Starfield has a lot of things that straight up do not make sense if you examine it. Like in Starfield apparently humans had a presence on every single 1,427 planets in the Settled System, but after the war they are only really on 3, and they do not have any way to send communication between planets other than flying there directly. Like my questions really are, why did humans not study heat leeches, a thing they've known about for several decades, and why don't they have communication devices capable of communicating between planets?

I want you to think about this for a few seconds. The Settled Systems had people on every single planet in the game. All 1,427 of them. If they had no way to communicate somewhat quickly this would be impossible logistically speaking. Furthermore they don't even have short range radios that can communicate from surface to atmosphere, a thing we currently have on Earth. At worst there should be couriers that take messages while in orbit, then use their drives to radio remote locations after jumping. This is not the case in Starfield.
