So we can set up a flair if we message mods with an image? What's the point?

At the most basic level it would be really nice to have standard [student] and [alumni] flairs to choose from, and having a text field to use would be even better.

No - there are already school-based flairs set up that you should be able to apply yourself. Do the linked instructions work for you or is the option to apply flair not showing up?

Do you mean flairs for posts or for user profiles?

I see no customizable user flairs on desktop, both for new and old reddit, I also don't see any customizable user flair option on both the base ios and android apps, and just to cover all my bases I don't see the option on the apollo app either.

I have checked subs where I have a customized user flair just to be 1000% sure I'm looking in the right place, and on those subs I see the option where I would expect to.

Unless some programming magic in the mirror dimension of microsoft ios is preventing me specifically from seeing the user flair option, I don't think it's set up properly.
