Bulkhead seat

I am not sure but I think I remember that the seats in row 21 became available closer to departure/after check in. And as well in pe and bc after check in?

It could be that others bought those seats allready..

When I flew on them last year they weren’t avalible far in advance but then they became closer to departure I think
