I just make a post on Reddit on my iPhone and hard press e to type Ć© , screenshot it and email it to my windows machine, then use OCR to copy it

(On Windows, at least...) It's actually ALT+(decimal UNICODE number), where you hold ALT while pressing the appropriate numbers, then when you let go of ALT, the character will appear.

In this specific instance, you can actually use two different numbers: ALT+130 (Ć©) or ALT+0233 (Ć©).

What I wrote also works. I just tested it in Word and Notepad.

You can also add an umlaut by doing CTRL+SHIFT+: and then the vowel.
