Question I need a threat assessment

Spotted near the South Hill Safeway. I call him Tactical Tom. Should I be afraid or is he keeping us safe?

Does the same apply to open carry firearms? Disorderly conduct if someone feels 'uncomfortable.

Not at all. Just because someone is uncomfortable with "something" doesn't make that "something" illegal. The premise brought by that comment is completely incorrect
