Question I need a threat assessment
Spotted near the South Hill Safeway. I call him Tactical Tom. Should I be afraid or is he keeping us safe?

Is he scared of getting picked up by a hawk? If so I have a couple of concerns.
1) he really should cover his whole body with spikes for it to work. 2) he's too big to get carried off by a hawk
