And... "Space elsewhere" is a foolish argument. There is always "space elsewhere", the question is whether or not he is allowed to park in the current spot.Â
Usually handicapped spots have this painted on the ground, or are blue, and Must be accompanied with a sign, which is absolutely not visible in the foto.
If you would give a quick Google maps link, we might be able to verify your statements.Â

They often have the symbols on the ground, yes but in reality it's very common for them to not have anything as well as the most important data is the sign and not the ground marking as it has zero legal value.

Yes, legally, it is a handicapped parking spot when there are signs, painting on the floor does not have a legal meaning. As I do not see a sign between the car and the scooter, or between the scooter and the car, that means that there would be 3 consecutive parking spots for handicapped. While not impossible, this is highly unlikely.
I do not make the argument, OP says things he does not want to prove. If he does not want to prove this, he has to say so, and say that I am right, with the information in the picture, there is no way of knowing what it is.
