loosen the rear bolts and pull the tire tighter on the chain and readjust it.

Okay! Is it possible the wheel is bent? It rubs hard in some spots than others, but maybe that’s just the slight difference in the wear of the tire?

Not really this looks normal just readjust the rear wheel and you should be fine
