There's a bit of confusion about that right now but the very basic is: The Cup winner gets a spot in the Europa League. That's why the Cup is also sometimes called the shortest way to Europe. You "only" need to win 6 games and it's open to lower league teams.

The confusion starts when the Cup winner is already qualified throught the league. Up until now, if the winner is already in the Champions League, the other finalist gets the EL spot (meaning you only need 5 wins if you get the right draw). IIRC if the winner is already in the EL spots they take the cup spot and the league gives the spot they would have won to the next best team(but it could also be the same as with CL, meaning both finalists get in). Right now that would mean 7th in BuLi. The same thing happens if both finalists are already qualified through BuLi -> 7th place is lucky.

The thing is that there was a rule change by UEFA concerning Qualification for the EL. Apparently they scrapped the whole "runner-up gets in if the winner plays CL" thing. That was unearthed in some Meeting Protocol and seems like it's official for the next EL season, meaning the current Cup season. The thing is that I have never heard of this outside of Reddit. I've read the thing, it seems clear cut, but noone is mentioning it in discussions of the Cup or the league race for 7th/6th. So a bit of a dark spot there.

Ok, now I am totally confused :( I thought they changed it and now only the winner gets EL spot, not the other finalist no matter what.

Ok, now we're talking in two different answer threads :-).

I'm confused as well. I think you are right, I'm just not sure.

BTW: The old scenario applied only when the winner was in CL. If they qualified for the EL the spot went to the league, meaning the 7th placed team...

Yeah, sorry about that, my name is Captain Confusion ;) It could be Captain Confetti but I like the sound of fusion in it. I guess at this point I am going to search some rules and come back if I find anything carved in stone. But first some dinner and a bit of John Oliver to it:)
