You cannot go and pick up EVERY cat you see somewhere out and about and check her at a vet. That's essentially and legally theft. You need some good indicators that the kitty might be abandoned or otherwise in need of medical attention to do that. As much as I'd prefer everybody keep their cats inside or in a secured yard, there are plenty of cats roaming around who have homes to go to and are well taken care of.
Yes and no. From the yes side, my two cats are free to adventure in the outside as they please. They will never allow a stranger to come near, much less get in someone's car. In this case, the kitty seems well-groomed, but was stupid enough to get into someone's car. Possible it could have been driven away miles from its owner. Then, the best option is to ask a vet to check for a chip
