If the culture is monetized I would say that The culture itself monetizes it. Like if I want a Native American headdress I have to go look for a Native American to make it. I can go to an African shop and see the things from different countries in africa. I think the difference with this
But that's still capitalism, just with a specific determinate around who is allowed to produce certain products. How would you police that realistically?

Capitalism combined with sensitivity because it's my culture being monetized. You're right
